Study in Hungary from Bangladesh: Stipendium, visa and work rules

Since 1 January 2025, exactly three nationalities may hold an ordinary employment residence permit in Hungary: Georgian, Armenian, Filipino. Government Decree 450/2024 closed the standard employment permit and the guest worker permit to every other passport. Hungary’s embassy in New Delhi states the consequence plainly on its own visa page: it is issuing no appointments for employment D visa applications from Bangladesh, India, Nepal, the Maldives or Sri Lanka.

None of that touches admission. A Bangladeshi can still enrol at an accredited Hungarian public university and take an English-taught degree for a fraction of what the same subject costs in Sydney or Manchester. The decree bites at the far end, in the weeks after graduation, when the family expects a salary to start repaying what the degree cost.

Two other features of the route deserve the same early warning. Most of the first year’s tuition leaves Bangladesh before anyone approves your stay, and the office that takes your file in Dhaka is not an embassy.

The money moves before the decision does

The University of Debrecen names six nationalities in its payment policy: Bangladesh, Pakistan, Afghanistan, Syria, Myanmar and Yemen. Since 1 September 2025, where annual tuition falls below USD 10,000, applicants on those passports must pay one and a half years of tuition before the university releases the documents a residence permit application needs.

Run a real programme through it. Computer science at bachelor’s level costs USD 7,000 a year, so USD 10,500 has to clear before the university will release anything. Priced at ৳123 to the dollar, roughly where the rate sat in August 2026, that one transfer is ৳12,91,500, and the USD 10,000 threshold that triggers the rule stands at ৳12,30,000; the rate your bank quotes on the morning, plus its remittance charge, moves both upwards. On Debrecen’s own fee table only Medicine and Dentistry sit above that threshold, so most Bangladeshi applicants are inside this rule rather than outside it.

Complete a first semester and the surplus credits forward. There is one route by which some of it comes home early: students performing above the average of their year may request a refund of the amount paid beyond the annual tuition fee. Fail to arrive and the terms harden instead. Prepaid tuition returns only if the permit is refused or cancelled, and the seat-reservation portion only on refusal. A student who changes their mind is not refunded.

Other universities set lighter policies. Get the rule in writing before you apply, not after the offer arrives with a payment deadline attached. Debrecen also bills in dollars, which matters for the remittance paperwork.

Outside tuition there is a non-refundable USD 150 application fee and a USD 350 entrance fee. Insurance, the medical check-up and the student card fall inside Debrecen’s tuition, which is not standard elsewhere. Read the sum against what a first year abroad really costs: tuition in dollars, rent in forint, one very large transfer months before the flight.

The office is in Gulshan; the decision is made in Hungary

Hungary has no embassy in Dhaka. What operates is the Dhaka Office of the Embassy of Hungary in New Delhi, in Concord I-K Tower, Gulshan 2, receiving D visa cases by appointment only. Booking is the first obstacle, and a strange one: Hungary’s consular directory publishes one appointment email address for that office, the New Delhi embassy publishes another. Write to both and keep the thread.

Your file is decided inside Hungary by a regional directorate of the Aliens Policing directorate, and the mission issues the D visa afterwards. Procedural time is 15 days, with a decision on the merits due within 60. Against a refusal the appeal window is eight calendar days, lodged in person in New Delhi or Mumbai. For a Dhaka household that means an air ticket inside a week.

The D visa is single entry, valid three months, and authorises a stay of up to 30 days while the card is produced. Enter later than three months and the approved permit becomes invalid. The card goes by post to the university, not to you, and runs one to three years; extensions are filed only from inside Hungary through Enter Hungary, no earlier than 90 days and no later than 30 days before expiry. State fees are small beside the tuition: EUR 110 at a foreign mission, HUF 26,000 through Enter Hungary, HUF 20,000 to replace a lost card, nothing for Stipendium Hungaricum holders.

There is no bank figure to aim at

Hungary publishes no minimum balance for students, and no blocked account of the German kind exists. The requirement is qualitative: cover subsistence, accommodation, return travel and healthcare from legally acquired income and savings. With no number to aim at, a Hungarian file turns on whether the money tells a story an officer can follow.

Two lines do most of the damage. Originals only means the certificate posted to another university in March is unavailable to this one in June. And six months of statements cannot be assembled in the fortnight after an offer lands; one large deposit dated three weeks before submission reads as exactly what it is.

Hungary is the easy case. It filed no objection, so Bangladesh’s accession to the Hague Apostille Convention has been in force between the two states since 30 March 2025 and a Dhaka apostille is valid here. Deadlines, and a study-gap rule written for your passport

Two semesters, September and February. The national portal puts admission rounds around November and February while conceding that dates for self-financed international students vary by institution, so the university page governs. Debrecen’s:

• September 2026/27: PhD 15 May 2026, all other programmes 15 June 2026
• January/February 2026/27: all programmes 1 November 2026
• Medicine and Dentistry: closed for September 2026 on volume, with the September 2027 round closing 15 May 2027

Then a rule that catches Bangladeshi applicants and almost nobody else. Debrecen caps the gap since your last qualification by nationality: two years for foundation and undergraduate entry, four for graduate, for citizens of Bangladesh, Pakistan, Syria, Afghanistan, Myanmar and Yemen. The general caps are four years, six for medical programmes. A break an Indian classmate takes without consequence can make a Bangladeshi applicant ineligible, and there is no appeal against a nationality rule.

Language is set programme by programme. Hungary publishes no national minimum; Debrecen wants an upper-intermediate certificate from a proctored exam, waived if you can prove your schooling was in English. Read the programme page before booking a sitting at one of the English test centres in Bangladesh, and weigh the semesters with the September or January intake guide.

Stipendium Hungaricum asks for two applications

Bangladesh is a listed Sending Partner in the official Call, so the scholarship is open to Bangladeshi citizens. It covers full tuition exemption, HUF 43,700 a month for twelve months of the year, about EUR 110, and a free dormitory place subject to capacity or HUF 40,000 a month towards rent. Medical insurance carries supplementary cover up to HUF 65,000 a year. The Call itself warns that the housing money is low for larger cities.

The 2026/27 round closed at 14:00 CET on 15 January 2026, nominations were due by 28 February, results came at the end of June, and anyone born after 31 August 2008 was too young. As of late August 2026 the apply page still shows only that closed call. The previous one was announced at the end of October 2025, so autumn is a pattern to watch, not a date to plan around.

What disqualifies Bangladeshi candidates is procedural. Two submissions are mandatory. The online application goes to the Hungarian side; the nomination goes through the Secondary and Higher Education Division of the Ministry of Education, and for 2026/27 that meant depositing a hard copy of the online application at the Secretariat, Gate No. 2 reception room, by 5:00 pm on the stated day. No nomination, no eligibility. The Call adds that applying costs nothing extra and advises against using agencies. Compare the odds in the scholarships guide for Bangladeshi students.

A warning about how the offer then gets judged at home. The nomination decides the university, and it often names an institution nobody in the family has heard of, at which point somebody opens a league table and the funded place starts to look like second best. Work during the degree, and the nine months after it

A study permit allows up to 30 hours of work a week during the study period, and full-time work for a maximum of 90 days a year outside it. Take those from the Aliens Policing factsheet: the national student portal still quotes the Act repealed in 2024 and gives a different limit, and agents quote the portal. After graduation comes a residence permit for seeking a job or starting a business. Nine months, no extension, filed from inside Hungary at least 15 days before the study permit expires and only while it is still valid. Let the study permit lapse first and the route closes behind you.

Decree 450/2024 leaves the EU Blue Card, the Hungarian Card, guest self-employment and seasonal permits untouched, and the New Delhi embassy still lists them as available grounds. So an ordinary offer from an ordinary employer will not convert a Bangladeshi graduate’s status, while a Blue Card can, given a higher education degree and a salary above the threshold. Anyone choosing Hungary for what follows the degree should be aiming at that threshold from the first semester.

Two conditions belong in the conversation at home. A study permit holder cannot bring family, the only exception being a child born in Hungary while the permit is valid. And the permit cannot lead to a national residence card, so years of study do not by themselves build towards permanent residence.

Check the institution against the statute

Annex 1 to Act CCIV of 2011 lists Hungary’s state-recognised institutions, free to read on the National Legislation Database. A Budapest postcode and the word University establish neither.
