Study in Italy from Bangladesh: funds, pre-enrolment and visa

Nobody in Dhaka books their own Italian student visa appointment.

VFS Global books it, and sends the slot to whatever email address you typed into Universitaly when you pre-enrolled. The Embassy of Italy in Dhaka said so in a notice on 10 June 2026.

So the most consequential keystroke happens months before anyone says the word visa. Let a consultancy register under its own email, or mistype your own, and the notice lands in a mailbox you never open. Families find that out in December, after the year has closed.

Italy is still worth the trouble: a resident embassy in Gulshan, public tuition of a few hundred euros, regional grants larger than anything advertised at a fair. What it asks back is procedure, in order.

Universitaly is the gate, and it now has a ceiling

Pre-enrolment on Universitaly is compulsory: it is the ministry’s own free portal, and without one there is no visa to apply for. Your institution then validates it. Validation gives you no right to a visa; failure to validate produces an automatic refusal.

The ceiling is new. From 2026/27 an institution may validate at most the places it reserved for international students plus twenty per cent; at that point a monitoring function inside Universitaly suspends further validations on the course. Apply late enough and you are locked out altogether.

University dates govern your calendar. 30 November is the last day to stand at a visa counter, not the day your course still accepts pre-enrolments. Find the published date for your programme.

Where you apply, and what the mission checks

Italy decides these files in Dhaka, which puts it ahead of most of Europe on access alone; the Europe-wide guide for Bangladeshi applicants maps the other missions and the Schengen and apostille rules Italy shares with them. The embassy sits at Bay’s Edgewater, Gulshan 2, and submission runs through the VFS Global visa centre. The visa is a national long-stay type D, category STUDIO, Immatricolazione Università; fingerprinting has been compulsory since 11 January 2025. Only the mission issues it: no university, agent or validation binds the consulate.

The money, and the shape it has to be in

The sequence matters more than the sum. Last year’s circular asked €6,947.33, pegged to the INPS social allowance; this one asks €10,179.85 and, in its footnote, pegs the amount instead to the Interior Ministry table of 1 March 2000. That change of reference added €3,232.52 in a single year, a rise of 46 per cent. It also explains the stale numbers still in circulation: the foreign ministry’s FAQ gives €6,079.45, a social-allowance figure two generations back.

Converted at the ৳143-to-the-euro mark that August 2026 hovered around, the subsistence line alone lands near ৳14.6 lakh — the rate your own bank quotes on transfer day will differ, so plan in euro and treat the taka as an estimate. Tuition, the flight and the first term’s rent all sit outside it.

The circular tells the mission to verify where the funds came from and whether they belong to the student or the household, reading current-account movements against declared income and assets. The Dhaka counter turns that into a document: a personal bank statement from a bank operating in Bangladesh covering the last twelve months, plus further proof of solvency, and the same twelve months again for a sponsor. A balance that appears eleven days before the appointment and matches nothing else in the file is the standard refusal. It fails on paperwork, not on honesty.

• Funds should preferably be the student’s own, in a revolving or tied account where the home country allows one. Otherwise the family unit may provide them, to the fourth degree: Dhaka names parents, grandparents, siblings, uncles and aunts, and cousins, including relatives living in Italy
• A bank guarantee or an insurance policy does not count: the foreign ministry states that neither falls within the suitable documents
• A scholarship counts only with an explicit award attestation; candidacy for a regional grant, or meeting its conditions, does not

What the circular does not do is freeze the money. No attestation blocking €10,179.85 irrevocably for a year — the kind Germany demands through its Sperrkonto — appears in it, on the embassy’s pages, in the Dhaka check-list or in the foreign ministry’s FAQ. If an agent calls such a declaration compulsory, ask the Embassy to confirm it by email.

All of it feeds a statutory migration-risk assessment weighing the household’s socio-economic condition, the quality of previous studies and the coherence of the course chosen. Public universities charge you, and the bill is still small

Italian public universities do charge non-EU students. The bill is simply small — a sturdier claim than free, and one that survives a fee page. Contributions run on ISEE, the Italian income assessment, with flat-fee routes where income and assets sit entirely abroad. Bangladesh appears by name on the University of Bologna’s list of particularly poor and developing countries, which unlocks its lowest fixed band.

Politecnico di Milano prices higher: for 2026/27, a first instalment of €880.04 plus a second of up to €3,003.00, a ceiling near €3,883. Sapienza’s fees page defers to its own regulation without rendering the table, so take that figure from the university itself; private universities charge market rates. English-taught, with conditions on the certificate

English-taught programmes cluster at master’s level. No ministry source publishes a count, so treat the “600-plus courses” line circulating online as marketing; the language filter in the Universitaly course search settles it.

For the visa, the mission may rely exclusively on certification of the language of delivery at CEFR B2 or above, from an internationally recognised institution or the university itself, attesting the level in all four skills. The circular names no test at all. The Dhaka counter does: the Embassy’s study check-list, the one VFS Global processes against, accepts only IELTS for English, at a score no lower than 6, issued within two years of the application date. Two instruments govern one file: the circular sets the standard, the post fixes what may prove it. A TOEFL or PTE result that would carry an application elsewhere in Europe will not clear the Gulshan counter. Your certificates, and a change nobody mentioned

Since June 2025 the Embassy in Dhaka no longer legalises Bangladeshi public documents. Bangladesh joined the Apostille Convention on 30 March 2025, so transcripts and certificates now carry a MyGov apostille from the Ministry of Foreign Affairs before going in via VFS. On top of the apostille you need a CIMEA Statement of Comparability with a Statement of Verification of Authenticity, or a consular Declaration of Value. A Declaration silent on authenticity still needs the comparability attestation beside it. Declarations are lodged in person through VFS and take time; CIMEA is usually faster. Bachelor’s entry needs twelve years of schooling.

After you land, and while you study

The permesso di soggiorno per motivi di studio must be lodged within eight working days of arrival through the Poste Italiane kit. Renewal is requested at least sixty days before expiry and requires academic progress: one exam in year one, two or more later. Accommodation is a visa document, not an arrival problem, so read the accommodation guide before signing for a street you have only seen on a screen.

A study permit allows 20 hours a week, capped at 1,040 hours across 52 weeks. After graduation, article 39-bis.1 of the Immigration Act lets a graduate request a job-search permit of nine to twelve months. The part-time work rules guide sets Italy’s cap beside other countries’.

The scholarship most Bangladeshi students never apply for

Everyone asks about the government scholarship. Almost nobody asks about the regional right-to-study grant, which is where the money is.

Both national deadlines for 2026/27 have gone, so an agent still selling a 2026/27 MAECI application is selling air; the next calls open in spring. The regional grant, the largest sum there, needs an ISEE parificato — an Italian income assessment built from your family’s foreign income using consular-certified documents. Common mistakes

• Letting an agent open your Universitaly account under its own email, so the VFS notice never reaches you
• Treating 30 November as your deadline when your course closed pre-enrolment in the summer
• Sitting TOEFL or PTE for an Italian file: the Dhaka check-list takes IELTS alone, at 6 or above
• A bank balance that arrives in one lump and matches nothing in the household’s income history
• Offering a bank guarantee or an insurance policy as proof of funds
• Counting a regional grant you have applied for but not been awarded
• An IELTS certificate more than two years old on the day of your appointment
• Arriving at VFS without the €30,000 Schengen travel policy
• Paying for embassy legalisation of documents that now need a MyGov apostille
• Missing the ISEE parificato, and with it the biggest scholarship on the table
