Canadian universities and colleges: the DLI list and the PGWP trap
You may only study at a Designated Learning Institution — but being a DLI does not mean the programme leads to a work permit. Those are two separate questions, and the second one is where students lose years.

A student flies out of Dhaka, finishes a two-year diploma in Ontario, and learns at the end of it that the programme never carried a work permit. No refund, no appeal, no second attempt. Two free government web pages, opened before the deposit moved, would have caught it.
The first page is the register of institutions you may study at on a study permit: one official list, published by the government, free to search, updated continuously. The second page answers a different question, about your programme rather than your institution, and the institution list has nothing to say about it.
The one list that matters
- Designated Learning Institution (DLI) list, published by IRCC. You can only study in Canada on a study permit at a DLI. Every DLI has a DLI number beginning with “O”.
- Your letter of acceptance must carry that DLI number. Match it against the official list.
- Being a DLI does not mean the programme leads to a work permit. These are two separate questions.
Two checks, and only one of them is easy
The DLI number is the institution’s identity in the government’s own system. It starts with the letter O, and it should appear on the letter of acceptance you were sent — not in a separate email, not verbally, not on a consultancy’s letterhead. Open the IRCC list, find the institution, compare the number character by character. If it does not match, or the letter carries none at all, that is a problem to solve before you pay a deposit. Institutions change names, merge, and occasionally lose designation, and an agency’s printed brochure will not tell you when that happens.
That check takes ten minutes. The PGWP check takes a week, and most students never start it.
The Post-Graduation Work Permit is the reason most Bangladeshi families are willing to fund Canada at all, and its eligibility narrowed through 2024–25. Your institution type affects it. For some categories your field of study now affects whether you qualify and for how long. None of that is visible on the DLI list, because the DLI list is a list of institutions and PGWP eligibility is a property of programmes. One campus can run a diploma that leads to a work permit next door to a diploma that does not, and the offer letters look identical.
There is a second condition graduates hit even later. Since 1 November 2024, IRCC has required PGWP applicants to prove language ability in all four skills — Canadian Language Benchmarks level 7 for university graduates, level 5 for college graduates. That test happens after you have finished studying, in a country where you have just spent everything, and an IELTS result from three years ago will not always carry you. Build a retake into the plan and the budget.
So ask the institution to state, in a dated email that names your programme and your start date, that this programme is PGWP-eligible. Then check the rule yourself on the IRCC site before you treat the email as settled. Do not accept a verbal assurance from a counsellor, a recruiter at a fair, or anyone reporting what worked for them a few years ago; the rules have moved twice since then. If an admissions office will not put the answer in an email, that hesitation is itself the answer.
What changed, and why agents get it wrong: the Student Direct Stream was discontinued in late 2024, provincial attestation letters became a requirement for most applicants, proof-of-funds thresholds rose, and PGWP eligibility was tightened. Anyone still describing Canada’s 2023 process to you is out of date by two rule cycles.
That gives you a fast diagnostic for any office you are considering. Ask what changed about Canada since 2024. Somewhere that knows its subject starts talking about attestation letters and the end of the Student Direct Stream inside a sentence. Somewhere that shrugs and says the process is basically the same has told you its files have not been updated since before the rules moved. Verifying a consultancy is a longer exercise, but this one question does a lot of work quickly.
What institution type and province cost you
The category of institution changes the odds on the only outcome you care about.
- Public universities — degree-granting, research-active, generally the safest choice for PGWP and for recognition back home.
- Public colleges — diplomas and applied degrees, strong vocational links, generally PGWP-eligible, but confirm per programme.
- Private colleges and public-private partnerships — this is where PGWP eligibility problems concentrate. Verify with unusual care.
None of this makes colleges a bad choice. Public colleges have real vocational strength, and applied programmes suit plenty of students better than a lecture-hall degree would. It only means the verification burden shifts: the further you move from a public university, the more of the checking falls on you. Canadian universities also travel better on a Bangladeshi CV, and if you plan to return here and practise a regulated profession, the qualification has to be accepted by whoever regulates that profession in Bangladesh. Check that at the start, not on the flight home. A research-active public university raises fewer questions in an interview room in Dhaka than a diploma the panel has never heard of.
Geography then decides your budget. Tuition and living costs vary widely by province. Toronto and Vancouver are the most expensive places to live in Canada; the prairie and Atlantic provinces are materially cheaper, sometimes by enough to change whether the degree is affordable at all.
Province also decides your queue. Because the attestation letter is capped by provincial allocation, applying early matters far more in high-demand provinces. Fix the plan on Toronto and you are drawing from the same limited pool, in the same weeks, as everyone else who fixed on Toronto. Stay open about province and you get a cheaper year and a shorter queue at once.
This is where families sometimes make an expensive decision for a sentimental reason. There is a relative in one city, so that city becomes the plan, and the cost difference across a full degree goes unexamined. Run the numbers before the choice hardens. The verification sequence
- Find the institution on the IRCC DLI list; note the DLI number.
- Match that number to your letter of acceptance.
- Get a dated email confirming PGWP eligibility for your exact programme and start date.
- Confirm the institution will issue your provincial attestation letter, and when.
- Check the current proof-of-funds figure on the IRCC page — IRCC adjusts it annually.
- Confirm credential recognition in Bangladesh if you plan to practise a regulated profession.
Run it in that order. Steps one and two cost nothing and rule out the worst outcomes. Step three is the one people skip because asking feels impolite. It is the most reasonable question a fee-paying international student can put to an institution, and admissions offices field it daily.
Every major destination has a register like this, and the check is the same shape each time. Frequently asked questions
What is a DLI number and where do I find it?
It is the identifier every Designated Learning Institution carries on the IRCC list, and it begins with the letter O. It must also appear on your letter of acceptance, which is what lets you match your offer against the official list.
If my college is a DLI, does that mean my programme is PGWP-eligible?
No. DLI status lets you study in Canada on a permit. PGWP eligibility is a separate question, affected by institution type and, for some categories, by your field of study. Get it confirmed in a dated email naming your exact programme and start date.
Are private colleges in Canada safe for Bangladeshi students?
Private colleges and public-private partnerships are where PGWP eligibility problems concentrate. They are not automatically disqualified, but they need unusual care and a written answer from the institution before you accept an offer.
My friend at the same college got a work permit. Does that mean I will?
Not on its own. Eligibility follows the programme, not the campus, so the same institution in the same year can produce one graduate with a work permit and another without. Their outcome tells you nothing about yours until you have checked your own programme.
Is there a language requirement for the PGWP?
Yes. Since 1 November 2024, PGWP applicants must show Canadian Language Benchmarks level 7 if they graduated from a university programme and level 5 from a college programme, in all four skills. It is tested after you finish studying, so budget for a retake instead of assuming your admission score will still stand.
Do I need a provincial attestation letter, and can a province run out?
Provincial attestation letters became a requirement for most applicants, and the allocation is capped by province. In high-demand provinces that cap is why applying early matters more than it used to.
Which provinces are cheaper for Bangladeshi students?
Toronto and Vancouver are the most expensive places to live in Canada. The prairie and Atlantic provinces are materially cheaper, and tuition varies widely by province as well.
Is the Student Direct Stream still running?
No. The Student Direct Stream was discontinued in late 2024. Along with the attestation letter requirement, higher proof-of-funds thresholds and tighter PGWP rules, it is one of the reasons advice based on Canada’s 2023 process is two rule cycles out of date.
Will my Canadian qualification be recognised in Bangladesh?
Check it before you enrol if you intend to practise a regulated profession here. Confirming credential recognition in Bangladesh is the last step of the verification sequence, and it is the one students most often postpone until it is too late to change course.
