Study in Cyprus from Bangladesh: entry permit, fees and recognition

There is no Cyprus student visa form for you to fill in. The document that brings a Bangladeshi student into the Republic of Cyprus is an entry permit, and the Civil Registry and Migration Department accepts that application only from the higher education institution. You are the subject of the file. You are not the applicant.

No queue to join in Dhaka, no counter to argue at, no submission date under your control. If the admissions office is slow, you are slow.

Before any of it matters, one question about the campus has to be settled.

Two jurisdictions, one island name

The Republic’s Department of Higher Education publishes a page about the institutions operating in the Turkish-occupied north. It describes them as operating illegally under the Republic’s higher education law, and states that their qualifications are recognised in no country other than Turkey. The Cyprus High Commission in New Delhi, the mission accredited to Bangladesh, repeats that warning on its own Study in Cyprus page.

Recruitment material rarely draws the line. The word used is Cyprus, sometimes Europe, sometimes EU. Ask which side of the line the campus stands on, and hold on to the email that answers it. Everything below applies to the Republic alone.

The permit your university applies for

The institution must be registered with or recognised by the Cyprus Ministry of Education, and it lodges the entry permit application with the Migration Department in Nicosia. Two authorities examine the file, Migration and Education together, and a complete one is examined within one month.

Two conditions decide most outcomes. The application cannot be submitted while you are in Cyprus on a tourist or visiting visa, and you must remain outside the country while it is processed. Flying in to see the campus and converting your status afterwards is not a route.

Since you can file nothing yourself, ask the admissions office by email on what date the application went in, and keep the reply. It is the only evidence you will hold of where you stand. The legal basis, if you want to read it, is EU Directive 2016/801 as transposed by Cyprus Law 7(I)/2019.

Seven days after you land

Arrival starts a short clock. Within seven days you apply for the temporary residence permit, the student card: registration in the Aliens’ Register, a photograph, fingerprints, a signature. That application is examined within three months. The permit runs up to one year and renews annually until the programme ends, subject to satisfactory academic progress.

Seven days is the Migration Department’s figure. The Ministry of Education’s Department of Higher Education says ten. Frederick University tells its students fifteen. Treat the Migration Department as governing and go in your first week, which is also orientation week, when nobody has yet told you where the office is.

Three official pages disagreeing is the honest character of this route. It works, and the published guidance contradicts itself often enough that every step needs confirming with your institution by email.

What the state charges

State charges only, and they are small. Value the euro at 143 taka, which is broadly where it sat in August 2026, and the €70 line converts to a little over 10,000 taka, the €140 line to a little over 20,000; your own transfer advice will carry a rate of its own. Set that beside the processing figure an agent quotes for handling the same two documents. Tuition, insurance and the university’s own administrative charges sit outside this table entirely, and some universities publish arrival totals that do not match it. Where they differ, ask which line accounts for the gap, in euro, by email.

New Delhi decides; Dhaka has an honorary consul

The accredited mission is the High Commission of the Republic of Cyprus in New Delhi, on Malcha Marg in Chanakyapuri, holding parallel accreditation to eight further countries including Bangladesh. Dhaka has an honorary consul, Mr Shahab Sattar, at ABC House on Kemal Ataturk Avenue in Banani. An honorary consulate is a contact point. The consular decisions belong to New Delhi.

One recent change deserves a diary note. Since 21 July 2026 the High Commission has outsourced visa applications to VFS Global at 27 KG Marg, Connaught Place, under a special term contract with a stated duration of six months. Six months from that date lands in late January 2027, and no renewal has been published. Confirm the submission channel on the High Commission’s own page in the month you apply, not from a screenshot circulating in a WhatsApp group.

One relief in the middle of it. Holders of entry permits and residence permits issued by the Migration Department are listed among those not required to hold a visa to enter the Republic. The entry permit your university obtained is the document that carries you in.

A Cyprus permit does not travel

Cyprus is an EU member state and is not in the Schengen Area. The government’s own visa page states that visas and residence permits issued by the Republic are valid only for the Republic, and that free movement will follow full integration into the Schengen acquis. That integration is in motion, and a guide that says otherwise will age badly. The Commission’s 2026 State of the Schengen Report, COM(2026) 150 final of 18 May 2026, records a monitoring activity carried out in Cyprus in December 2025, credits the Cypriot authorities with reforms and measures “in line with the highest Schengen standards”, and lists completing Cyprus’s accession among the EU-level priorities for 2026–2027. The Council’s Working Party for Schengen Matters then carried “Schengen evaluation of Cyprus – State of play” as an Any Other Business item at its meeting of 3 July 2026. Press reporting that month described a positive readiness assessment by the College of Commissioners. No document number is printed here for that assessment, and the reason is structural rather than a gap in this guide: under Regulation (EU) 2022/922 the Commission adopts a Schengen evaluation report as an implementing act, and those reports are handled as sensitive non-classified material, so they do not appear in the public register the way a COM document does. What the Commission’s own Schengen page settles is whose decision the last one is: internal border controls “have not yet been abolished by the Council”, and the Council acts unanimously.

So plan on the rule as it stands, and know exactly what would change it. For a student leaving Dhaka today’s rule is concrete. Your residence card puts you on no train to Vienna during the winter break, and gives your parents no standing to visit you anywhere else in Europe. If “it is in Europe” was part of why the family agreed, correct that at the dinner table now, while the choice is still open; and if the family is counting on the vote landing before you fly, that is a bet rather than a plan. The apostille caught the universities out

Bangladesh became a party to the Hague Apostille Convention with effect from 30 March 2025, and Cyprus filed no objection, so an apostille issued in Dhaka is good for a Cypriot file.

Several Cypriot universities still publish instructions describing the older route for Bangladeshi applicants: ministry attestation followed by consular legalisation. Those pages have not caught up. Ask the admissions office in writing which form of authentication it accepts now. The email costs an afternoon. Guessing wrong costs weeks and a courier bill. Three numbers this guide will not print

Tuition, the money you must show, and how many hours a student may work. The three questions Bangladeshi families ask first, and not one of them could be confirmed on an official Cypriot page for this edition.

On fees, take the figure from the institution in euro and on paper, for the full programme rather than the first year, with what it includes and when each instalment falls due. Then set it beside a British or Malaysian option and compare like with like, accommodation included: how student accommodation works abroad.

On work, assume nothing. The employment conditions attached to a student residence permit belong to the Migration Department, and any number an agent quotes you should be confirmed there before it enters a budget. Where the process breaks

• Applying to an institution in the north in the belief that it is the Republic
• Entering on a tourist visa expecting to convert, which the rules do not allow
• Waiting on the university to file and never asking when it filed
• Missing the registration window in the first week after arrival
• Paying for a pre-2025 legalisation chain nobody now requires
• Budgeting on a work-hours figure no official page ever gave you
• Assuming a Cypriot permit carries you into the rest of Europe
